Dagenham didn't win the Conference a few seasons ago, but in 1995/96 Stevenage won it and were denied promotion because of the ground being too small.

It happened 3 years in a row. Macclesfield, Kidderminster, & Stevenage were all denied promotion on this rule, yet if it had been applied in league some of the sides there would have also failed. The first two had to win promotion twice to get up to the 3rd division whereas poor Stevenage never won again.
Exeter, Torquay, & Northampton were the three who should have gone down, & if there is any justice Exeter should do just that this saturday, & the other two hopefully will follow next year.
