Nope. The top teams from Serie C2, A, B and C get promoted to Serie C, and the runners up play off for the fourth Team to join them, if I remember correctly.

Serie A > Serie B > Serie C1 (A & B) > Serie C2 (A, B & C) > Serie D (non-league)

Yeah, having just been promoted myself from serie C2/C I can safely say that you go:
C2/C, C1/B, B, A

I'm not sure how teams end up in the other divisions though?

Serie C's groups are decided geographically, A=North, B=Central and C=South, or vice versa, you know what I mean, though.

Hence you could spend one season in C2B, not be promoted and find yourself playing C2A or C2C the next, due to religations from C1A & C1B redistributing the geographical area.
