In the lower leagues around the world are officials not as good as officials, for example, in the premiership?
I say this because i've been on the wrong end of several controversial goals after only a few matches of the season. I always watch controversial goals to see if I have been hard done by, and in the premiership its pretty much always the right decision, however in the Hungarian division 2 east almost all of them are offside. So I complain and silence the FA which has never happened to me before. Now its happened about 4 times in 9 games.

I would assume so, as if you are good in your job and impress then you are going to progress to the highest level possible.
I haven't managed in the Premier League yet in this game so I can't really compare.
Also experience plays a part as the lower leagues is the training ground for officals, players as well ourselves starting off at the bottom and learning the game.
I think you might be right - the standard of refereeing in the Brazilian 3rd Div. was really shocking, but this is not helped by the players complaining continously
