You can download background packs with pictures that show up when looking at the details of a team (e.g. Highbury when you're looking at Arsenal's squad or team info or whatever), but not during a match.
I have completed a background pack containing the stadiums of all playable English teams, but I'm currently waiting on permission from JAndersson to include a background from one of his FM2005 skins (I've been waiting for over a week now and he hasn't been on here either, I think he's gone on holiday!!). When it's released I'll put links to it up here.
They've just been released (I tried to make an announcement here to promote them but apparently I used a "trigger word" and my post never appeared - so I'll be much more blunt this time!!).
There are two versions, WINDOWED and FULL-SCREEN. The windowed version contains bigger images so that when the window's stretched the image doesn't look too bad. The full-screen version contains smaller images, but then they don't have to be reduced in size when played in full-screen version, and so the quality is a lot better.
This download includes backgrounds (featuring the team's stadium) for every English team from the Premiership to the Conference North and South, as well as English competition backgrounds, European competition backgrounds, national team backgrounds and a file that renames your leagues to be accurate, as well as an optional "default" background to be used with your skins that matches the style of the included competition backgrounds.
Please note that I realise the quality of some images is poor (and in rare cases very poor), but I have searched high and wide for decent quality pictures. If you don't like some of the images then simply delete them from the folder they're installed to (and the XML file if you know how to as well), PLEASE don't complain as I've looked everywhere I can think of.

Don't say that until you see the state of some of the lower-league pictures Can't wait to get the complaints. Still very proud though, adds an extra dimension to the game for me. Hope you enjoy it
