if a players potential is negative does that mean they can be very very good or.... very very rubbish?

e.g onuha, ireland, croft, richards are all on
-8, can you tell me these players capabilities?

-10 = 170-200
-9 = 150-180
-8 = 130-160
-7 = 110-140
-6 = 90-120
-5 = 70-100
-4 = 50-80
-3 = 30-60
-2 = 10-40
-1 = 0-20

Thats the -potential table. a -8 would mean they will have a random potential between 130-160
