Some 'mental' stats will improve naturally as a player gains experience, so concentration may go up a little bit. Communication might go up with tactical training but again not so much.
Generally technical stats can be improved the most through training and then some physical stats.

So would you dare play him with concentration on 2???
At a smaller club where he'd be busy I might risk it, but at a bigger club, like Valencia, I probably wouldn't risk it as he'd have longer periods not playing so might switch off. It's be pretty frustrating to concede from the oppositions only shot due to your keeper being away with the fairies

1. I think concentration is a goalkeeping attribute improved by goalkeeper training. As I said in another thread the best form of reference for training and to find out which schedule improves which attribute- click into a player profile. Then, click on their attributes. You will see a graph showing how a player's attributes have fluctuated throughout the season. The menu (top right hand corner I think) lists all the schedules (ball control, attacking, defending etc)- when selected the attributes this schedule improves are shown in the graph. Concentration is either defensive or tactical training- can't remember which.
2. They look okay- not exceptional. Are you grinding out results? Morale is a little inconsistent throughout your first team too- this could be a factor in my opinion.
3. You can get 7.80+ ratings throughout your side in FM2007. Consistency and team blend are the key- what does your assistant tell you in "team talk advice" with regard to your team's level of understanding? Personally I find levels of consistency easier to attain with a team that has been together a long time.

Have to say Asmo, you're doing much better than me then. I can get 7.80+ for defenders and strikers, for MC's I can get 7.20-7.40 and for wingers I'm lucky if I can get 7.10+.
I have a top, top AML, and I struggle to get consistenly over 7.10 with him, even though he has (at this point) 12 assists and 6 goals in 19 games.
I still think my problem with the ratings in that position is to do with the number of high balls that are played to them, but to be honest I'm winning plenty of games (media predication 14th, actually comfortably 2nd after 29 games) and I can see the contribution in terms of assists and goals so I'm not letting it bother me too much.
I am sure though that the rating is lowered by him only winning 1 in 8-12 headers every game.
I actually find it harder to get high ratings for my defenders (centre-backs particularly) than anywhere else. Obviously it depends on your team and the quality of opposition. My Arsenal side are all at 7.50 or above most seasons- but I expect that of such good players. In my long-standing Exeter game I don't have the same results. It seems to me that winning matches means higher ratings, pure and simple.
As for your AML- how wide are you playing? Have you tried playing him at ML with a long forward arrow? Might get him involved in play a little more.
