Not true. A player's rating is at least partially determined by how much he got into the game; I've seen a goalie go from 9 at half time to 7 at full time without conceding a goal, simply because he'd had nothing to do. If you have a formation that equally involves all your squad, such as one that revolves around passing from wings to centre and/or strikers, you'll see a greater balance between your ratings.

It's no use having a squad full of star players without a decent way for them to play their football.
