Hello All,
Sorry if I'm posting a topic already covered in another thread, but I searched and read the FAQ without getting an answer...
I have my Goalie set to "Defender Collect", his passing set to short, and CF little, yet he persists in hoofing the ball upfield.
I am tearing my hair out as to what to do to make him pass to the nearby defender who I have instructed him to distribute to.
A somewhat similar question I have is how to make defenders follow the short passing instructions I have given them all the time? I want them to try to play their way out of every situation, but many a time under seemingly little to no pressure, they hoof the ball upfield and defeat the idea behind my possession tactic.
Any suggestions or different perspectives are welcome.

What are the individual instructions of the goal keeper.
Length of passing, mentality, creative freedom and try through balls may be having an effect. Team tempo can also cause this.
Also, there has to be a player free to pass it too. Without full backs, those central defenders may be troublesome to pass to. Ditto the wing backs who may be either too far away or too close to the opposition wingers.
A screeny or two of where your players are when the GK is about to release the ball would also show you whether a short pass is actually on.
As for the defenders, that may be due to too low passing on their settings. If there's no pass on, they'll hoof it. Similarly, their mentality may be too low. Through balls may be on. The tempo may be too high. There may not be enough options to pass to. Plenty of reasons for this.
For a short passing game, you need players on mentalities similar to each other, a slow tempo and a patient team. Could we see your team instructions as well please? These can have an effect.

Only the MC and AMC have TTB on mixed, everyone else is on rarely.
The Defenders are also set to short passing (4), so I think you might be onto something there...

I'm writing this as a list as I see the problems, so I apologise if it's a bit garbled. Then again, it's Christmas!
1) The Goalkeeper's passing is way, way, WAY too short. If you have a passing of 1 then unless there's a player very near to the keeper, he's going to boot it as far as he can to escape the danger. Even if you want him to pass it to a defender, I'd suggest at least a passing of 4, possibly longer.
2) He also shouldn't be distributing to a DC. Centre backs are least likely to be in any space, and they're also incredibly vulnerable if they do get the ball. Unless this DC is nearly always in space, I'd set that to mixed to allow the goalkeeper to make his own mind up. That brings your wingbacks and possibly your sweeper into play.
3) Your width is quite narrow. This will also likely result in defenders being unsuitable for a pass.
4) Your time-wasting is rarely, which will usually result in the goalkeeper looking for a quicker route to goal. Try upping that a bit and see if the team play a more cautious short passing game. This might benefit from a lower tempo as well.
5) Looking at that match screenie, there's only the wingers and the strikers as viable passing options. It would be dangerous to pass to anyone else. Perhaps he could drop it near where the referee is, but certainly not to the back line.
6) The player mentalities look reasonable. I don't think that would be the problem.
Hope some of that helps. Overall, you might be better off playing from your goalkeeper to the wings and starting your attacks from there. Your centrebacks are not the players to pass to, and the goalkeeper is told to pass way too short. Increase that and look to provide him with more options.

Off topic slightly
Has anyone else noticed in the screen shot of the "team instructions" how with certain skins it doesn't show the "set piece marking" instruction.I thought this was a new edition in 07 but im guessing its a skin issue when using 06 skins.Might be ridiculous but could that make his GK instructions screw up(maybe summot in the skin conflicts with the game)silly i know

the problem is that you've set the goalkeeper to little creative freedom, ie get rid of the ball in the safest possible way. set creative freedom to the middle and see how things go.
