Personally and this is based on very limited time with the patch as the X'mas cheer has bitten me big time....is to do this..

Passing and tempo are linked, if you use the same passing across the pitch then its easier to muck about with tempo. I don't normally use either extreme ends of tempo, for short passing quickish games, I have passing on 1 and tempo or or around 8-12 for most of my teams.

When playing with poor sides I can't use short passing of that level, so my passing then changes. My fullbacks go to direct passing, and one of my DCs is always on direct long, and the rest of the team is on the high end of short passing.

Its possible to use high tempo in games, but you will have to give up possession to do so, which is something I don't like tinkering with. For good teams the most effective combination is low passing/normal tempo, for poor teams..a bit of short mixed with direct and on probably the same levels of tempo. The killer passes will come from the players with good ttb.
