Not really when they would be given intensive language training and it is a lot easier to pick up a language once you are living it. They would have to train in that language, use that language in every day life. It is quite easy to pick up languages when you live in that country and you use it every day.

Living in a foreign country will help you to pick up any language quite rapidly, however, there's a difference between being fluent and being able to communicate. Also, people who speak some of the new target language already will improve more rapidly then people, like i did, move into a country where they don't have a slightest about the new language.
In real life, acquiring a new language depends on many different aspects, ranging from things you can control (amount of classes, practice time, etc) until things out of control (ex your own capacity).
In short, speaking a language fluently after one year is not impossible but it is highly unlikely, however being able to communicate is a sure can do!!

Imho, its a good idea if you create a multicultural squad to pick up foreign scouts, coaches and physios. I would think that Man Utd have had so much success with bringing in portugese/brazilians because of Carlos Queiroz.
I would have thought also that living in a foreign country and having to speak the language to buy things, pay bills etc etc would enable you to gain a decent knowledge of the language, at least enough for the training ground.

being a cunning linguist, i'd like to set the text language on spanish in spain, french in france.. once i did portuguese in brazil -even though i don't speak the language! its close enough to spanish to get the general idea. its fun, i'd sometimes make errors in media questions, which only made it more realistic...
