Scout Where You Can Tour
Click on fixtures - organize friendly - tour
You will see a list of countries where your measly team could organize a tour. As a rule of thumb, these are the countries where you could realistically send your scouts. For the rest, try for as much realism as possible. A small, barely over amateur level, almost bankrupt club from whatever country is highly unlikely to (be able to or afford to) send scouts outside their own 'catchment area' and/or league. Let alone outside their own country.
The SWYCT-guideline is no rule set in stone, mind you, but is used by a lot of LLaMas to keep things simple.
I violated it when I scouted Germany whilst playing with Northwich Vics, which got me a dream AMC (crucial in my style of play) whom I spotted at (relatively) big team St. Pauli and then earned two consecutive promotions. Because of that, the save was spoilt, really. It just felt unrealistic, dirty.
Realism > success.
I feel that the SWYCT guideline is somewhat weakened in CM4, the list of 'tourable' countries is a tad long/widespread IMHO.
I have decided, in my current Czech save, not to buy/sign any other nationality than Czech or Slovakian players, at least not until I reach a regular midtable position in the Premier League. And even then I want to wait until I regularly qualify for European spots until I send my scouts outside of Europe.
In my opinion, it would just look plain weird to see a gem from Ghana play in an anonymous Czech Premier Division team.
