I guess a good guide to where you should scout is to look at the teams around you. I'm managing in Belgium at the moment where there are no player restrictions and there are players fro everywhere, and most teams still have a solid core of Belgians/French/Dutch. So I try to keep that same balance but I also have a Honduran, a Salvadoran and a Gabonese. But Africans and Latin Americans are not uncommon in Belgian teams.
But if you were in the Conference in England, nearly all players are from the British Isles so you might stick to scouting England, Scotland, Wales and Ireland until you move up the divisions and expand your scouting to Europe, and eventually across the globe. (Scouting where you can tour works well for UK teams!)
There are no "rules" as such. Only suggested guidelines and no-one is going to get too upset with you for having your own scouting methods, as long as you keep things realistic
