The Copa America invites 1 nation outside of the regulations. If in your FM, which happens Often, England don't qualify for a major tourny, they often get invited. I've never had it in mine, but i have seen it in many.

your right, not often england qualify for a major tounment
i've only once seen england fail to qualify for a major tournament in the game since fm06. dodgy they may be in real life, but in the game they're a bit overrated

Another person who reads a wikipedia article and thinks they know everything about the competition. Japan are the very reason that it's unlikely anyone outside of the Americas will ever be invited again.
