Go into Options Then Prefs in your game then untick full screen.

your desktop has to be run at higher than higher than 1024 x 768 (so go into control panel and check)

if you can't run higher than this, right click the FM icon on the desktop and where it says Target put all of this;

this will allow you to play small screen.

you can always do as I do and have TWO icons on the desktop, one for small screen and one for normal.

I would avoid using the -small_screen command if at all possible. The screens are all designed for a minimum size of 1024x768 and forcing it smaller can cause some issues like text overruns and information not being displayed and in some screens (Finances) the game may freeze as there isn't enough space to draw the graphs.
