I am not sure what you meana bout no room for expansion. As far as i am concerned, with CM 01-02 thyere will always be room for expansion. when i have not met requirements in CM 01-02 from Conference to Div 3 they have always automatically updated the stadium capacity.
I didn't do it often, but i am sure it is automatically updated in the jump from Div 1 to the Prem.
I Hope that makes things a few clearer for you.

I think you will find that as Craig said if you do get promoted from the Conference your stadia will increase to the required size, and so on up the leagues.
I do recall awhile back someone posting about winning the Conference League but not being promoted, but again alas I can't do a search for that.
Teams in other leagues sometimes don't have min size requirements to get promoted. It can make it hard when you are in a 5000 seat stadia when you are playing the top league in Italy or Spain, but that is all part of the challenge of LLM.

You can have a stadium upgrade for promotion rejected. I've seen 2 or 3 managers denied a spot in English D3 for that one.
You might strike opposition from the local people to expansion as you move upwards, but it seems that if you persist you can expand your stadium. Success appears to win them over.
Apparently there are pre-set limits on how big your stadium can get but the only way to confirm that would be to use the Spawn of Satan () and I don't want to do that!!
Only teams who had new stadia in the planning at the time 01/02 came out actually get moved, e.g. Everton (not that they are moving now irl).

I've yet to see anyone being denied promotion to the Conference because the locals/local council have denied ground size increase, though that's not to say it can't happen.
What I have seen before is someone (Barrow if I remember rightly) being denied promotion because they couldn't afford ground expansion to the Football League minimum of 6000 with 1000 seats.
All this seems daft as in my Billericay game Mansfield's ground has been reduced to under 3000 because of debt, yet they're still playing in Division 3.
The 15,000 minimum all seated requirement for the Premier League (I believe it's the same for Scotland too) doesn't seem to exist, as a number of teams have come up in my game and ground increase has not occurred, Grimsby being most notable, playing in front of less than 10,000 every week.
I think there are pre set limits for ground expansion. I say this because when I corrected Canada's national stadium capacity (as mentioned before, the only time I've used the editor - to correct a known error) there was a box underneath capacity that said expansion. Canada's was blank, but I presume it exists for some clubs.

I've been denied promotion to the Conference a couple of times, but always due to lack of funds rather than Council/Locals objections.
The SPL requirement is 10k seats, but this is up for discussion next Friday as Falkirk, who have been denied promotion before, won the 1st Division and have stated they are building another ground, so the SPL is meeting to decide whether to allow them Premier League Status in the interim.

I assume you mean "from" the Conference, or have you been using an editor again. Tut, tut. :p
Stadim size is something that I never care about. Too big and you have huge overhead costs, too small and the local commettee can at least get around the ground and sell those chook raffles.
Hopes "chook raffles" analogy is not lost on our Northern Hemisphere friends.

Says who? Merriam-Webster and dictionary.com claim that both stadia and stadiums are correct. I prefer stadiums over stadia any day when referring to sports arenas, because a stadia is also some telescopic instrument that I don't quite understand how it works, but never mind about that.
