You have to self impose a salary/wage cap. If you manage to keep within these limits then some players won't ask for silly amounts and you will be able to sign them. It worked for me at Barnet anywho, but that was CM2. The lowest team I've got in Europe in CM3 was Stoke (started in Division 2) and that was only because I won the FA Cup. Again with Stoke, I had a limit for my wage (higher though with bigger gates) until I signed a free transfer Donald Duck once in the Premier League.
Does starting in Division 2 count as LLM?
