I used the LLM random team generator, and came up with Los Pumas, in Columbia. Anyways, the team starts with NO players under contract, the whole squad is made up of "Grays." Calling it a "whole squad" isn't that realistic, since they give you only 12 players - the only sub is the GK. They are $800,000 in debt, and therefore no money is made available for transfers. The team also has no sponsorship deal, so no big payment is coming, either. Board expectations are to rebuild the squad this year, and compete for the title the next!
Anyways, this looked to me to be an insurmountable challenge, particularly since I would need to find the rare free transfer that is both found by my scout AND willing to come to my lowly squad, so I gave up before investing much time. Does anyone here with more LLM experience know of a strategy to rebuild what is a seemingly hopeless situation?
I'd just reload the random team generator and try again if its really that ridiculously hard. Or if you are a masochist just slave away for a season and try to stay up. You never know what your scout will find

I remember from my CM3 01/02 Lidingö save that it is quite a challenge, but not impossible to start with a blank teamsheet. Just sign anyone you can get your hands on in order to be able to field a team, then you can be a bit more critical. The advantage is of course that nobody will be on mega-high wages.
(Maybe this is inspirational: it took me 10 years in the Swedish second division to build up a team, but after that I managed to win the cup, draw a UEFA tie against ManU and was in the money. Promoted to the Swedish PL and qualified for Europe regularly after that. It can be done!)
I gave up fairly quickly. My scout returned some fairly decent players, which of course did me no good with my transfer budget of ZERO. Despite my lack of salaries, I still wasn't making money due to grounds fees, so the stituation wasn't improving. I was thinking maybe if I did well in the league with the "grays" the board would bail me out with a chunk of cash, but it was quickly clear that competitive success was not going to happen. On the way out, I used the player search to look for free transfers (I had already decided it was over), but what few there were had no interest in my pitiful club. I figured if I tried to gut it out, I would be fired in season two anyways, and it is just no fun to play with "grays", so it is back to the random generator for another club...
In cm3 this situation would have been OK.
You could design your squad from scratch, without worrying about the large deadwood lingering in your reserves, collecting huge paychecks.
Unfortunately, in CM4 this thing hasn't yet been sorted out.

I did the same with AIF Barrikaden, plus I started in debt (and with no players)...
Took me two years to get a team and another two for promotion... It's a great challenge, and you really feel like the team is yours if you had to employ everyone yourself...
just quite how you fill out a squad if you only sign players your scout finds is beyond me.
I think the zealots will have to reassess their opinions on scouting until the problem is tidied up in CM4. Otherwise places like Columbia are presumably going to be, as the title to this thread suggests, impossible.
