You can TW from the start of the match, and your players will not wait until the 80th minute to start employing timewasting tactics. Sometimes the opp uses it right away and it is apparent when the GK is taking a goal kick and you see 'He's certainly taking his time with this!' in the commentary. I've seen this very early in matches.
Not sure if high TW amplifies the effects of slow tempo, since I don't play with either of them, but two things high TW did in FM06, and presumably still does in 07, is that it leads to more fouling, as your team tries to break an opp's offensive rhythm, and your team should also try to play for throw-ins more often.
There was a popular notion for FM06 that high timewasting was a great help in maintaining possession and getting a high % of passes completed. The hints and tips for 07 suggests that this does not hold for 07, as it advises you to be cautious in how you utilize timewasting, saying it is most effective when you are trying to kill off a game late in the second half. However, I haven't seen if anyone actually double-checked that to confirm that high timewasting all match long is a bad idea.
