If you go to your "my documents" folder there should be a "Sports Interactive" sub folder, then select the "Fotball Manager 2008" folder, then the "tactics" folder, you then paste the .tac file there.
When you go to your tactics in-game select "Tactic", then "Archived Tactics" then select the file you put there.
