Realistically, Manchester have six players who are could or have been england internationals, same with Chelsea while Liverpool have four. No point in looking at any other team at the start of the game as they might only have one or two players who could potentially be English internationals and don't have the money to be able to bring any of the current English players into their squad without breaking the bank.
The only way it's going to work is if you buy exclusively English talent and work towards your goal over a few seasons.
