You'll probably get more response in CM4 forum. Most LLaMas are still playing 01/02 (or earlier), there are a few who play CM4, they might answer your question.
With EP4 being so damn easy and so few people here using it, the answers you're likely to get will be highly subjective.
My suggestion is while you're waiting for EP5, start a few games with different settings and play them out for a few hours, to get an idea for yourself as to what's best for you.
I think if you can't use maximum database then you do have to run the leagues in the countries you mention to get a decent range of players and staff.

why would you scout a league that wasn't loaded in the game? Maybe I don't understand what you're asking but that just seems totally pointless.
It's not pointless... I scout leagues that I haven't loaded up in the game sometimes, like scouting Scotland when I'm playing in England, for instance.

Obviously there would be more players to scout for if you select the leagues at the start of the game.

As EP4 is useless with the morale bug is there any chance that SI will release just the morale bug fix in ep5 and shunt the rest out to EP6 or is that far too sensible.
I know it would be nice to get other bugs looked at but the more code they promote the more chance that they will create another Morale type bug...
SI are saying that they'll release EP5 in one bundle. The fact that the morale fix won't be released separately suggests that there are programming issues involved in the morale bug that are connected to other issues that are being worked on in EP5.
It's the way it's programmed. Everything is connected -- directly or indirectly -- in varying degress -- to everything else.
Which may be related to what MV recently said in a refreshingly honest interview: they had to add a bunch of new programmers to the team for CM4, some of which were thrown in at the deep end of the water. Without looking at their code it's hard to tell but you get the feeling that they didn't design it as well as they could have.
Mmm. Complexity. That's been their problem. They've created a highly complex system. Complex systems tend to have minds of their own. If you release them too early, they can be hard to rein in.
