sorry to bring up another cm4 scouting issue, but I'm after knowing if there is a way to scout just loan players from upper div's?

the other quesion relates to something a friend told me. He said that teams will get information on players who are out of contract.

Firstly, is this true?

secondly if this is true then is it acceptable to undertake a player search filtering out of contract players?
