An Idea To Solve The Transfer Negotiation Process...
People seem to be annoyed with this process, so maybe SI should take a look at how Premier Manager 1998 managed this aspect.
What you did (as the selling club) was specify a minimum price of a player and a maximum price of player. Then when negotiating there are two footballs along a scale in the middle of a screen, you control one of them, the AI club controls the other one.
If you are the selling club then you will want to get the best price, so you control the ball on the right hand side. You then move this ball left to meet the ball of the buying club who will be looking to get the cheapest possible price.
This is an effective way of negotiating transfers, obviously a time limit will be placed so that it doesn't drag on for ages. If anybody would like a diagram to help then they I may be able to make one.

While the process itself (or the thought underlying it even) may be good, i think we could do without any tacky "mini-game" type features - the game strives for realism and i think something like this would detract from that.

I personally feel that would reduce the realism too much although I do feel that there are problems with the current tuning of the process.
Negotiations should take place over a period of time rather than in one sitting as I believe the system you mention would undertake.
Some negotiations should be prolonged more than others due to circumstance and the influence/intention of the player.
The most important part of your post, that the transfer mechanism is flawed, I would definitely agree with.
In my opinion, there should be a lot more to transfer negotiations than agreeing a fee between the two clubs though.
Players should use the media better if they want to leave a club or even if they want to stay. This would influence the price (especially if the players contract was within the last couple of years).
There should be an option to loan players to clubs as part of a transfer deal.
Squad status should reflect in the negotiations more also.
These are a small number of things that I think would improve the transfer area but the most important thing is that there should be decent negotiations which are influenced by many forces (not just money). At the moment I feel this is sadly lacking.

Premier Manager was a good game on the PS1. People were like this when the 2D pitch came out. If the developers could find some way of getting longevity out of the negotiations and incorporating other factors like someone else said, then this could be a basis for that.

I honestly don't believe it is the right way to go.
As you mention, the selling club will want as much as they can get so they would be churlish to tell you a minimum and maximum amount they would accept for a player. It's just not the way things are done.
Also, player pressure etc would influence negotiations whilst they are still ongoing therefore changing the amounts at each end of the scale.
In my opinion, a buying club should only see the price a selling club wants when a player has been transfer listed at a set amount. Even then, I'm not sure they should see that unless it is publicly announced.

Clubs always tell each other how much they want for a player, sometimes it is ridiculous but it does happen. Clubs often say I want £*m for this player, then they negotiate and the price falls. If you could incorporate player unhappiness then the selling club may be more willing to budge on their estimation and if the buying club really needs the player then they would be prepared to pay more.
It needs work but imo it has potential, the current system doesn't work well. It may well turn out to be a gimmicky mini-game but it might not if it's implemented well enough.

only in FM it seems to work out as team b state price, team a negotiate a lower price, team b state new price of original + 10% more, repeat a few times until team a gets annoyed and goes for someone else.
