If I create a reserve team in the editor and name it Arsenal B or whatever and put them in the Conference South, can I manage just that reserve team, and leave the first team to Mr Wenger?

Or will I have to manage the first team as well?

you will have to manage the first team as well, at present you cannot manage just the reserves/B/U-21 etc.

Creating a B team wont work u get through one season then it doesnt work afterwards in the english leagues...
