The clue is in the text "6 new media comments for Football Manager 2006. These comments are made to other managers.

Place this file in Crogram Files/Sports Interactive/Football Manager 2006/Data/media

Then load up Football Manager 2006, load your save game then go to options, Refresh Media Comments then your done!"

I've just downloaded the XML file from that link (twice)

Download the file to your desktop or wherever you know where you put it.

it is only a file and place it where you was instructed to place it, refresh the media from the pref/options on FM

Yes that is the file, don't edit it or open it, just put it in the Crogram Files/Sports Interactive/Football Manager 2006/Data/media

It's not a program, it's just a file to add extra media comments.
