i had this problem too... i used to set my best long shot taker on 'Lurk outside area' but in 07, the penalty area gets too cluttered so he cant get an open shot.
how i countered this was to set either all the attacking players on 'Attack' near/far post. i prefer setting all on 'Attack far post' cos i noticed the 'Lurk ouside area' player to end to drift in parallel to the near posts most of the time.
i set my best header player to 'Near post flick on' and my strongest and most aggressive player to 'Challenge keeper' to keep him occupied. I normally put my best finishing striker to 'stand at near post' to tap in any loose balls or scramble.
I then set the corner taker to aim for 'Near post'. what happens is either the near post player will attempt a direct header at goal which if the challenge keeper player succeeds will be aimed at an empty goal, or the near post player flicks it on to someone attacking the far post or to the striker standing at the near post to finish. or the corner taker sends the ball to the Lurking outside player who is normally unmarked and he gets a clear shot at goal. all the defenders and attacking players will be congested at the far side with only the keeper and 2 of your players in front of the goal.
i have scored many goals from corners having both my DCs either challenge keeper or flick on and my MC Lurk outside area...
it does help i have Manice banging in the long shots.. hahhaha
try it out... remember to set all your attacking players to 'Attack at far post' less these four players: Flick on, Stand at far post, challenge keeper and lurk outside area...
oh yeah.. another thing i noticed. if you set some players on "Stay back if needed' and the defending team has no one forward, they tend to just crowd the penalty area and become more problematic and helpful, so i set a few on 'Stay Back' instead...
