How do you get this guy, playing my hearts game and he couldnt get a work permit and there was no option to get him and loan him till he gets one. so how does everyone else get him?

I brought him second season, he moved to some Isareli team during the first season, start of 2nd season I bid 500K, bam got him. Altho he takes up one of my non EU spots

I am Lyon btw.
