For the countries which have preset regen names, no. But if you pick a country such as Andorra which isn't really hard coded into the game, it just uses the language set as to what the grey player/regen names are.
I tested this theory and it works. In a test game, I randomly changed a country which would obviously have a lot of regens(England if you wanna know) and changed the language to Italian, all the grey/regens had names like Smith and such, I taken Andorra and changed the language to Japanese and in the test, the players were all named things such as Furukawa, Suzuki and other Japanese names.
So yeah, if the country has a league in the game by default, the regen/grey player names will be hard coded into the database. So if you wanna make your own custom league, take something like Andorra, San Marino or something, so while you still get world cup/European Championships qualifying spots, you'll also need to make a few new teams and change the TLAs around but it'll work a lot better than using a country with hard coded names.
