There's no badge for being LLM. If you want to post here, you play by the rules. If you don't, then you don't.
Just what iajafer said, It is up to you, free transfers come under the section 'guide lines' guide lines are not rules but things you need to decide for yourself about.
be realistic, a uk based list of out of contract players may exist and I've been told it does, but being able to see a world wide list and sign them is not so realistic for LL managers.
A UK list exists bigpants. Now you've been told again.
I'm pretty sure the PFA circulates a list of all free agents to clubs at the end of each season. Whether they do or not, the clubs do have access to said list, PFA or someone else.
Don't know if other countries do the same, but UK teams don't get a list of foreign players who are free agents, unless they have been freed by a UK team.

I do not know about true 1-20 ratings. But I reckon we can all tell the difference between the Passing abilities of that balding French playmaker with that of your Sunday teacher.
