Most RL managers would know what position reputable players played. That's not even a viable question. As for the 1-20, as axl said. Whether they'duse that scale or something else, they'd have a clue. In any case, you should still scout before you sign. But there's no reason not to know who's available for FT in your own nation.

All those number are just a necessary thing if you want to be able to judge the players. Sometimes having a look at Russian players i say to myself: "this can't be", but this is rather a Data issue not discussed here. Well, to the point.
Most easy way seems to just be able to assign your scout to 'Players with expiring contracts'. Then performing the common SWYCT rule you'll have a list of such players, all of them found by your scout and, thus, scouted.
If you speak about CM4... well, being, say, a manager of some small club how could i know that some Mumba-Jumba is having his contract expiring. Usually such information is available for well-known players and is reflected in the media (say, "ZZZ is having his contract expiring and still didn't come to conclusion with his current club"). No way for a real manager, i guess, to assess a knowledge of small-name player from smaller clubs?
Then the way to do is not to use a player search screen in this way until you feel you club is strong and popular enough to attract the attention of considerable players. Till then stick to your scouts, and if they find a player you would like to sign, then 'expiring contract' would be just a reward for you.
Bottom line is we aren't saying what you should do, Tony.
It's up to you, what you think's realistic.
To sum up, there are lists available IRL, but how likely is it that Accrington's manager will have every single player release and free and Bosman to hand, every one World-Wide, that is. Pretty unlikely, I'd say.
I'm probably one of the strictest LLMers and I wouldn't sign a player until a) he'd been scouted by my scouts, b) we'd at least played against him enough times to see what he plays like (attributes become invisible) or c) He's a really famous International, but how likely is it he'd come to us.
Play the game as realistically as you can, and remember "if you have to ask if you're cheating (or it's dodgy), then you very probably are (or it is)"

This is a comprehensive list of released players from across the globe, with nationality, last club and position.
This exists in real life, you and I can look, so lower league managers can darn well look, contact there former clubs for contact details and bring the players in on trial.
The site also has a section where unemployed players can post their CV's with references e.t.c in an effort to get trials
It has also just occured to me that the PFA holds an annual tournament where all the Prem/Div 1 youngsters who are being released play in a tournment where Lower league scouts can come and watch the players to find out how good/bad they are. this would help us LLM's because could find real 'potential for LL' and miss thoses 'useless ex premiership players'
It couldn't be too hard for SI to incorporate this in their future Footie management game.
