Its a matter of timing...
When a transfer window is open, you can offer players out on loan.
When the window is closed, you can only offer out on transfer. This is because transfers can be pe-arranged to take place on x date, while loans can't, so can only be arranged when they can go through.

I had some success in loaning players as above, during the transfer windows. However, I don't recommend it, as the other teams manager's will NOT play your loaner - therefore the only reason to loan would be to offset some salary.
Similarly, I have noticed that if the Ass. Mgr controls your Youth teams, he will play the "greys" before any of your talented youngsters.
I suppose this borders on tipping, for which I apologize, but maybe this will save you some frustration.

Probably.
When you're in the conference and put some 'promising' players out on loan, it wouldn't be likely that other clubs would find them enticing. Blimey, even non-league clubs give 'em a go.

I've just loaned a couple from the german second. I've also managed to loan 1 or 2 during my 5 seasons at Leyton O.
i find that it is only once you move up from the lower league that any teams will want a look at your players.
what would be good is if you could loan out old players with high wage bills that the club wont let you release on a free. I've never manage to get anyone over the age of 24 loaned out.

Like. Those old fags would just run out with reasons that YOU think there're worthless. Old geezers don't know what's good for them.
It's tough trying to tackle sensitive player issues, especially when tey've eaten a big chunk of the club's finances and hold a considerable amount of influence over the rest of the team.
