No rule, it would just be stupid. The biggest reason noone is scoring in the NHL anymore is that the goalies are becoming better athletes and not worse, and that the equipment is bigger yet lighter for them to move. I remember playing hockey as a kid the goalie was the worst skater on the team; that's why he was there. Not the case anymore.
Goalies need to be mobile as well to stop the shoot-ins and get control of the puck. A fat guy simply wouldn't be able to do that and still get back into his net.
