Normally it will be stats/attributes, since unless you use a 3rd party program you get no way to know their CA.
Meanwhile, even you know a players CA the attributes still count more since you get no point to get a CA 190 DC with 19 dribbling and finishing but 15 marking and tackling, compare with a CA 160 DC with 19 tackling and marking.
so are you saying that if a player has ca 120 pa of 135 but they have high stats in the right place then they are better than a player who has ca 150 pa 160 but who is a little weaker?
if so, then in terms of postional stats, do you go by what the manual says in-terms of what stats are required or do you go by what alot of people are saying on these forum?

I have this player who I suspect does not have a very high CA. He was released on a free transfer by Chelsea, his value has never been that high, none of my coaches rate him that highly, but due to his key attributes he is great.

So dafuge you disagree a player with average CA but good key attributes can doing great?
As x42bn6 said it is possible to have excellent with their CA at 160.
