You really dont need an age to judge a player. If he is a youngster and has a high potential (when you scout a player, you can see the stars, the higher the stars, the higher the potential. ) then i'd be patient with him until i feel he is no longer making grade.
but if you buy an established player, as in you buy a player you have reached or a close to their potential, and he is not doing what you wanted him to do ( for example, you bought what you thought was a good striker and he gave you 3 goals in a whole season ) then i would look to offload him in the off season by either selling him and if he cant be sold, by releasing him. if he costs you a lot to release, then just be patient with him until his contract is up.

Unfortunately, I (normally) don't offload youngsters just they don't crack it immediately. I become quite attached to them, sad I know! The kids are always given time, and lots of loans out. Established players however, usually only get a couple of seasons. 1st one not going well I can handle, second, I'll stick with him till the end of the season, and if he has not begun to "play his part", it's squad status and potentially a P45!

I'll give youngsters up to the age of 23/24 to make the grade. Hopefully by this age they will have made enough first team appearances for me to make a reasonable decision regarding their potential to be a first team regular.
I like to have a good set of fringe players and so long as they're happy in this role, I'll keep them. If they become unhappy and clearly will not feature too often, I'll sell them on for the best price I can get, with a sell-on clause percentage attached.
My squad approach is to have two players to cover each position well enough. A third choice player for a particular position, I will possibly look to sell on if he's reached the age of 23/24, and then look at what youngsters I have in the youth team or if I need to bring another youngster (16, 17, 18 years old), to be a third choice player.

Generally I'll know by the time a player is 21 whether he is likely to form part of my plans or not. That's not to say I'm always right - I have on one or two occasions sold a player at that age (with no buy back clause) and then a couple of years later realised he is really good and re-signed him for a huge sum of money.
I set all my scouts to search for players under 23 so the only time I ever sign an over 23 players is when I pick him out myself from somewhere. So occasionally I will sign a player at 22 and hope that he develops a little more to become worthy of a first team place.
