I've been playing short/mixed passing as part of an effort to get my backs into the game (via overlaps), and the only way to do that is a build-up passing game. My passing game settings vary from position to position, though, and I don't rely on a single team setting. Keep in mind that, regardless of your passing settings, players will still vary their passing to some degree depending on the situation in the match. So I would expect that using a short passing game would still allow you to utilize a TM, just not as often.

I set my TM play as heading or "to feet" based on the skills of the TM himself. If you use a short passing game, it might help to have the TM hold up ball to allow the team to hold its shape in attack.
