I know you can tick a player to man mark but that is it. I see nothing to specify who? Maybe this does not exist.

in the 'opposition instructions' on your match day tactics screen you can choose a few instructions...highlight which players you want to mark specifically and choose tight (or whatever it is)

You only get that option during a match. Think about it, you're marking a specific player, so you need to explicitly point out a player (not position). You can only do this during a match of course.
