When playing against Liverpool, I would like to know what is the best opposition instruction to choose for Gerrard? Always Closing Down or Always Man Mark?

Depends on the players you have, I suppose. If his morale is high and he's in good form, it's going to be tricky to snuff him out entirely.

Personally, I'd just close down always and put him onto his weaker foot.

I generally close down + show onto weaker foot.

With exceptional players like Gerrard I find it's dangerous to mark tightly as all to often they can lose their marker and be away. Remember that if he's playing midfeild he'll be marked and closed down by you've closest player most of the time (most likely a midfielder)....so make sure u have a good DMC playing on the correct side to counter him.
