McCartney isn't that good, Upson's ok but nothing special either.
For the 7 mil and a sell on fee you might be able to get Insua from Liverpool, or possibly Shorey. Wome should still be better than McCartney, Pisano is a very good defensive option who lacks some good attacking qualities. You could make a vague attempt at Marcelo but odds are he's either moved or not interested. Pinola is solid too. Erik Edman is amazing, good technical great mental decent physical, but he's 29 and unlike Wome probably wont be on the cheap. Still, you could probably stand to spend 5 mil or so on him, he'll certainly last a few seasons more.
The lopez deal sounds rubbish, he looks worse than McCartney on my game. Out of the list above, I'd say Edman or one of the younger ones like Insua.
