Well I have not managed in Mexico before, but looking on wiki, Monterrey are in the Primera Division and as far as I recall there are two playable leagues in Mexico, so no they aren't LLM.

Monterrey is certainly NOT LLM. They have a massive stadium, lots of money, huge fan base, and, oh right, they are in First Divison.

They may be hard to manage, but that's because the team is cursed, not because they are LLM.

I actually had a good time with them back in FM06, however there was a bug, and I lost all of my transfers. So I quit and never looked back. They were fun though, real fun.
