I started as a 3rd Division Spanish side, CD Logrones, who share a 16K stadium with another local side. Over the span of about a decade I've managed to get promoted to the Liga BBVA, and with a handful of games left it looks like I'll be promoted to the Primera. In my current season, I have sold out the stadium a few times and by the end of the year my avg attendance will probably be around 13K; however, even if I sell out my stadium consistently, my avg attendance would still only put me at about 6th in the Liga BBVA, and probably close to last in the Primera.
So after all that background, here's my question: since I don't own the stadium (I know this because when I requested stadium expansions the board told me so), what is the best strategy for going about getting a larger stadium? Like I just mentioned, so far the board has shot down my last two requests for expansion by reminding me that we don't own the stadium. This would lead me to believe that I need to build a new one, which we have the fund funds for given that the club's worth is about $50m US w/ about $30m US in the bank. Any way I can suggest this or is it something out of my control?

But i think all you can do is to keep requesting a bigger stadium.
there is no way you can actually do it yourself.
Hopefully if you get your promotion they'll build a new one.

Yeah, the only real issue I have is that my financial planning (as in who I can afford to sign and such) depends a lot on whether or not I'm getting that additional income.
I did end up securing promotion by winning the league, but I haven't heard anything from my board about my stadium.
Another question occurred to me though: is there a minimum stadium size for the Primera? I know the English leagues require a certain number of seats in the top couple of leagues; is it the same for Spain?
I have not encountered any stringent stadium policies in neither England (FM08) nor Spain (FM07 and below) despite only boasting a capacity of 15-18K or so.
As for your other issue, I guess the best solution is to further improve your finances. Unfortunately, in Spain, the TV money are pretty poor unless you've performed well over a number of seasons, say finishing in top 5 in the Primera several years in a row. Alternatively the best way to raise funds is through talent development. So bring in some raw talent from South America, develop, nationalize and sell at a huge profit.
