Sorry if this is a dumb question, I am new to FM.

So, right now I manage a team in the Bulgarian B group. Whenever I go to the job centre I only see jobs available in the USA and Bulgaria. At one point I want to move on and manage teams in other countries, how can I see which teams in other countries are needing a manager?

If you want to manage in a certain country, you will have to have selected it as "playable" when you started your new game. Otherwise, you've got no hope!

You can manage any club which appear in "selected leagues".

I mean when I create a new game can I select all leagues as playable?

What he said! I don't think every league is necessary. Just pick a handful of ones you think you might end up in, or be interested in.
Processing results from every leagues would take an awful long time.
