I'm currently playing as the mighty Eastleigh FC, and as you can imagine there is not a whole lot of cash available for transfers so snapping up Bosmans is my main tactic.
It seems though that I don't have the option to offer contracts to players based in England from 1st Jan, though I can offer contracts to players in any other nation.
This has lead to my team becoming full of Bulgarians, Spaniards and Slovaks. Not that I have an issue with this (finished 8th in CCL1 last season) but it does seem a bit weird that I can only get English players on a free once their contract has actually expired in July.
I'm sure this has been raised before so please point me in the right direction of an explanation.

You may offer a contract to players based in england only 1 month before the expiry date (and be careful if you have to pay compensation or not), if you manage an english team.
