You need to make sure that the skin is installed in the correct place and that any parent skins are present too.
There should be instructions with any skin you download so check these aswell. If you still have problems you will probably have to reinstall the game.

I had this problem a couple of times, but think I found a solution to it - delete the skin from the data/skins directory and restart FM via Task Manager [Ctr+Alt+Del] :p
and then restart, it should go back to the default skin. Hope this helps.
