Is there an XML, or any other type of file that governs the size of the incident pop ups in the game?
If so, where can it be located?

I believe that alerts as not controlled by the popups but by the actual game code.

Saying that, you may wish to ask this question in the Graphics and Skinning Hideout where, this query would be better placed to be answered correctly.
