Seeing as some people are stuck at the moment I have decided to help them and maybe, just maybe get some discussion going.
After discussing with other users it isn’t always good to follow other rules such as RoO because if there is a problem, you cant fix it because it might break the framework therefore it turns into law and logical steps fly out of the window.
After a great post by Zagallo which commented on the pressure-cover-balance idea and explained it greatly I decided to use it in tandem with my other idea about defending, all will be explained later.
The P-C-B idea
This idea is based on pressure, cover and balance. Basically it states that one person pressures, one covers whilst others balance out and mark other threats and see them out of the game.
One situation is a long ball where a CB goes to challenge which is the pressure, the other CB covers and the full backs balance out by watching the wingers.
Another situation is when a CM goes to challenge and the other covers whilst the defence watches their man and make sure no balls are played in case of an error with the pressure and covering.
I believe this play can only be played when the defence is on zonal otherwise they might watch other threats and might not cover or watch the right man.

Now if the players aren’t working like this, a mentality and closing down rethink needs to be had. For example if your full backs go to pressure but no one is covering it might be worth lowering a midfielders mentality and upping their closing down so they either cover or pressure more. Although I am not using a mr/l at the moment this will be easier with them as they can apply pressure with the full backs covering, to do this have the midfielders closing down and mentality higher so he always goes for the ball before the full back. This works for all positions though and shouldn’t just be applied to the full backs and wingers.
The next idea is my own however I have seen it work greatly.
The one yard theory
This idea states that by adjusting the d/line the Centre backs should always be aroud a yard or so away from the opposing strikers. The reasons for this are…..
1.They are close enough to make challenges and win headers
2.They are far enough away to get to through balls first and win interceptions
As this might seem confusing I will elaborate. Basically if you defenders are on top of the opposing striker or are even ahead of them drop the line by one or two so that they can get to through balls first as they have a yard head start.
If your defenders are getting beaten to the ball and are losing headers then rise the line by one or two however be careful because too high and they will get beaten by through balls.
When this is right you will be able to tell as the centre backs will get interceptions galore and the strikers should not be getting many if any 1 on 1s a game. This could need adjusting quite a bit though so be sure to pay attention to your CBs position in correlation to their strikers position.

This is not what I am using but I will supply you with a basic defence that might and will need tweaking depending play style and the tea you are as well as player stats etc…

This isn’t set in stone at all and will need changing until the right formulae is found I was simply giving out an idea of what settings a defence may have.
With these two ideas implemented I am sure that some defences will be shored up and that the opposition should cease to dominate. However this has to be set right and if it doesn’t work please take another look and do not blame me straight away.

One question though: Won't the opposition strikers always lurk around your defensive line no matter if it's set deep or high? It's not like the strikers have a static position, and if you lower your defensive line they will adjust.
This clearly highlights that viewing the games, and not neccessarily the "full" games in 2d, highlights do for me personally, that you can "spot" defensive weakness and do something about it by using the slider to move the defence forward or backwards.
If my defence is not keeping up with opposing strikers, I'll change things slightly to provide better cover. Making ajustments to the "opponents" settings can help alot in tandem with your suggestions also.
