I am newcastle and have 2 full time scouts and 1 part time scout. What are the downsides of having a part time scout because I dont notice any difference. I send him all over the world.

From what I have seen from various other saves (non league scouts working part time) to Man Utd's scouts, they scout more players at once, and work quicker.

yes, he finds as many as the full time scouts, the only thing I seem to find is that he is on a low wage becasue he is part time. I think I will make all my scouts part time if there is no downside.

Hard to explain really!
IRL he would have a day-job, and then scout at nights and weekends.
So sending him to South America would totally be out of the question

Not at all - many scouts of EPL teams are based in their home country. He'll fax or email his scout reports. I vaguely remember that in the FM07 database Arsenal had someone like Eusebio employed as a scout.
