i've currently got 3 scouts, the board recommends no more than 2 scouts at any one time.

i'm financially secure, in europe, won the last 5 domestic titles but want more scouts?!

I found this a problem last year, my 3 time CL winning Kilmore Rec team could only have 3, my 5 time CL winning AFC Wimbledon team could only have 5.

There seems to be some strange limits on hiring staff to clubs who have significantly grown in stature.

I was under the impression it was linked to club reputation, and the rep of the competitions you play in. The former is certainly a control on WHERE you can send scouts, but after winning the champions league with tranmere, i was still only allowed 2 scouts - somethings not quite right here...

On FM07 there was a way around this. When hiring a set of scouts, say 3 or 4 at a time, delay each transfer when they accept. After the week delay they will all be allowed to sign. I am not sure if this works on FM08.
