Tutoring Players

Having done a quick search, I found people asking the same question but without gaining complete answers as to whether some young players can never be tutored. Is this the case?

I have an 18yr old Sherman Cardenas on a Hot Prospect /fulltime contract who often plays in my first team. I have not been able to assign him a tutor but with many other youngsters I can (even if they reject the offer of a tutor).

Why is this? Any way around it?

Put Him In The Under 18`s
Then Press Continue When It Comes Back To The Game Then Click Him Up And Then Try

That really shouldn't affect matters.

The only explanation would be the fact that, he doesn't need tutoring. Perhaps some young players with a certain P.A Don't get tutors?
