Default Increasing teams in league...
As of next season the conference will be increased to 24 teams from the current 22...

Is there a way of editing this in the FM2006 game?

its already in the game in the 6.0.3 patch.

no theres not, the game expands the league after the first season, just like real life, you cannot edit league structures yourself.
