Steven, that policy is being rescinded as it is more and more widely seen as xenophobic. Rather, they are pro-Basque (but not exclusively so) nowadays.
Specifically, Lizarazu is French Basque, probably one of the few (if only player to be French). Also, there was a Brazillian guy (the name escapes me) who played for them.
Seriously though, Athletic have moved forward, despite their traditionally proud, Basque history. I think that they allow anyone to play for them, as long as they started off playing in 'Basque country'. Still a little too 'home-grown' for my taste, but definitely a sign that the club is evolving with the modern era.
But we're digressing the topic a little... Why do you actually want clubs to only sign players from a particular country, Xeroxax?
I think that, at best, you could only have something which gives the club a leaning towards a particular country or region, but not exclusively (not even Athletic is exclusively Basque anymore).

Also, he played in the Basque football team during some of their friendlies... sort of like the one last night against wales.
